Replacing a gas meter: cost and replacement rules, service life, list of documents

Where to put the old gas meter

If the subscriber purchased a new device with his own money, gas workers do not have the right to demand that the dismantled one be returned to them for disposal. The landlord decides his fate. At the end of its service life, it is prohibited to use the gas meter, so it is disposed of or sold for spare parts. If the reason for dismantling was a breakdown, it makes sense to repair the product. But it can be installed only after passing a metrological test.

Simply throwing away a faulty product will not work. If it contains elements that may harm the environment, it must be disposed of through a specialized organization. The presence of such substances can be read in the passport. However, this service is most often paid; for example, Mosgaz offers it for 750 rubles. Some specialists agree to take back the old device and even pay extra for it.

If the installation is carried out free of charge or at a reduced rate, the contractor may set the condition that the dismantled equipment is transferred to his ownership. This decision is justified by control requirements, but most often the meters are taken away to replenish the exchange fund.

As mentioned above, only a specialist can install a new measuring device. Such work is carried out by gas companies that have the appropriate license, as well as emergency dispatch services.

The procedure for replacing the device is the following algorithm:

  1. submit an application to the organization and conclude an agreement with it for the provision of services;
  2. wait for the visit of a specialist who checks the gas equipment in the house and takes measurements to install the measuring device;
  3. pay the master the amount of money agreed upon in advance (for the meter itself, if the owner entrusted its purchase to the organization, and installation work);
  4. after completion of installation, receive from the specialist a certificate of work done, a contract for equipment maintenance and a certificate of putting the device into operation;
  5. Contact the company that services your home (for example, a homeowners association) to install a seal on the meter.

The device is sealed within three days from the date of transmission of the request to the appropriate utility company. If the master does not come after this period, the home owner has the right to complain to the authorized authorities (Housing Inspectorate, prosecutor's office, company management, etc.).

Price

The costs of purchasing a working device and its installation are borne by the owners of the premises (Article 158 of the Housing Code of the Russian Federation).

Prices depend on the selected model. You can purchase both the simplest and most modern electronic devices that reflect more accurate and useful information.

Table 1. Refurbishment costs

NamePrice
Buying a meter1,600-50,000 rub. (depending on model)
The work of installation experts1,000-7,000 rub.
Sealing100-300 rub.

Source: Prices are determined using the Yandex.Market and Yandex.Services services for the Moscow region.

Note! A preliminary call to a technician can be paid separately (up to 500 rubles) and additional consumables for activating the equipment, which are not always included in the cost estimate.

The final price is determined on the spot and depends on the complexity of the re-equipment and the need to purchase materials.

If the previous device was installed incorrectly, a specialist will have to correct the errors. Changing the position may require increasing the length of the gas pipeline, welding, and the use of additional parts. As a result, the transfer will cost more.

In the private sector

The algorithm for completing paperwork and carrying out work in a house is no different from the process in an apartment. However, if the gas meter is moved from the street to a room or another place, changes are made to the gasification project and permission for installation is obtained. The cost of work depends on the region and complexity. It can range from 1,000 rubles. up to 18,000 rub.

In non-privatized housing

Replacing the meter is the responsibility of the premises owner. Since people live in such an apartment or house under a social tenancy agreement, the owner and responsible person is the municipality. He also bears the installation costs.

For reference! You can privatize living space for free in 2020.

Preferential programs

Regional authorities provide assistance in installation to individual citizens. They can pay for the work of installers, purchase a meter, or bear the costs entirely. Each region has its own preferences; it is necessary to clarify with the administration.

Beneficiaries include the following persons:

  • WWII participants;
  • large low-income families;
  • disabled people;
  • pensioners.

By decision of the local municipality, assistance is provided in the form of direct payment for goods and services of companies or by compensating the owner for the purchase (installation) of a meter.

Rules for replacing a gas meter in a private house

If the device is installed in an individual home owned by an individual and is used for domestic purposes, the responsibility to promptly check this equipment and replace it falls on the shoulders of the home owner.

Replacing a gas meter in a private house

It is worth noting that self-installation of the meter is strictly prohibited, as this violates safety requirements.

Installation of gas devices of this class must be carried out exclusively by a qualified specialist.

Replacing a gas meter in a private home implies the need to follow certain rules:

  • before carrying out installation work, the specialist is obliged to inspect the territory and the gas equipment used in the room;
  • the device must be installed at a distance of at least one meter from the gas appliances themselves (that is, the stove and column);
  • the meter must be located at a distance of 3–5 centimeters from the opposite wall (this helps to avoid corrosion);
  • equipment can be placed in a special locker or under a canopy if it is located outdoors;
  • the room must have natural ventilation;
  • the meter is mounted above the floor at a distance of 160 centimeters (if other numbers are given in the equipment instructions, the specialist is guided by them);
  • the installed device must be sealed for its readings to be considered valid;
  • There should be no equipment near the equipment that generates moisture or heat.

From the day the seal is installed on the equipment, gas payments are made based on the actual amount of fuel consumed, and not according to general standards.

Documents for replacing a gas meter in a private house

To enter into an agreement with an organization to provide services for installing a new meter, a citizen must provide certain documents, including:

  • owner's passport;
  • title document for housing, for example, a purchase and sale agreement (if the applicant is not the owner, a lease agreement is provided);
  • metering device passport;
  • technical plan of the house;
  • gasification project for the premises;
  • application (done in free form or on a form provided by the organization).

In addition, when contacting a utility service to seal the device, a citizen must also present his passport, certificates of completion of installation work and putting the meter into operation, and a passport of new equipment.

The application contains information about the device itself (its serial number, model, installation location, date of commissioning, name of the company that carried out the installation).

Equipment service life

The duration of operation of the device directly depends on its type.
Membrane gas meters operate for 12-18 years. The same period is provided for rotational ones. Electronic ones can last more than 18 years. Gosstandart has established a single deadline for replacing gas meters. It is, on average, 20 years. It is necessary to change the gas meter in cases where the period of operation according to the passport has ended.

Also, equipment replacement is carried out based on the results of verification, if a specialist determines a malfunction.

Examination

Before the gas meter is installed, it must be checked. It is subject to inspection after repair. During use, the metering device is subject to periodic checks. This allows you to maintain the quality of the meter for a long time.

Important! The owner of the meter is responsible for its safety and proper operation.

The device passport determines when it should be checked for functionality. The suitability of the product is confirmed by a special print. The documentation must contain the signature of the inspector and the date of the inspection. After completion of the inter-verification period, the performance of the device is re-evaluated.

Important! A gas meter, after the verification period has expired, may allow certain inaccuracies when recording the volume of gas consumed.

According to the supply rules, in order to meet the household needs of subscribers, the volume of gas consumed is determined according to meter readings. However, it is necessary to comply with the obligatory condition that a certain period must not expire since the last inspection. For example, for G4 gas meters, the inspection interval is 10 years.

Based on the results of the inspection, specialists can confirm the suitability of the metering device for further operation. It happens that the metering device has a serious malfunction, which excludes the possibility of its further operation. In this case, the consumer is notified that the device is not suitable for installation.

Within five working days from the date of submitting an application for sealing of a new device, the supplier undertakes to provide a stamp. The initial installation of the seal is carried out at the expense of the supplier. All other expenses must be paid by the subscriber himself.

When the specialist finishes sealing, he fills out a special document - a sealing act. It must indicate the date of work. From this moment on, the payment for gas used is calculated according to the data from the metering device.

If defects are found in the gas meter, an extraordinary inspection should be carried out. The data that is removed from it is invalid. If a subscriber uses an unverified device, gas fees are charged in accordance with the regulations. G6 gas meters are especially popular among consumers.

Attention! The supplier is not obliged to warn the consumer that the metering device verification period is about to expire. This is not provided for by law.

Taking into account such features of installation, operation and testing of devices for metering gas consumption, it is possible to monitor the timeliness of various maintenance operations.

Every property owner is interested in the high-quality performance of the gas meter. If you do not replace it in time, then there will be no point in relying on the readings of a faulty device, and paying according to the standards established by the state will be incredibly expensive.
