Today, in order to file a complaint about an illegally parked car, you just need to download and install a mobile application. Registration in this application is carried out through the Moscow government services portal.
To file a complaint against a violator, you only need to take a photograph of him. The application independently recognizes the vehicle and its owner by license plates, after which the program sends the information to the appropriate authorities. How to challenge a MADI fine
To appeal decisions of the Administrative Road Inspectorate in Moscow, you also need an application addressed to the head of MADI and a standard package of documents. You can appeal MADI fines online on the Moscow Transport, Autocode or mos.ru portals in the Services section.

Challenging a parking fine at the traffic police
Citizens can appeal a traffic police fine for illegal parking in two ways:

Is it possible to appeal a fine online?
At the moment, you can appeal a parking fine in Moscow online if the decision was issued by MADI and AMPP services. You can leave a complaint on the portals:
- Moscow transport;
- Autocode;
- mos.ru in the “Services” section.
Before you can challenge a parking ticket online, you need to register on the selected site. To do this, you will need your driver's license and vehicle information.

What documents may be needed
To challenge the decision, you will need the following documents:

Deadline for appealing fines
A complaint for unjustified imposition of penalties must be filed no later than 10 days from the date of receipt of the receipt for payment of the penalty. The period for appealing a parking fine is 10 days. The countdown starts from the moment the complaint is received. After reviewing the application, the car owner is provided with a copy of the decision within three days.
Punishment for violators
For any violation of traffic rules, an administrative penalty is imposed in the form of a certain amount, and in some cases the car may be towed. Penalties, depending on the type of violation, range from 500 rubles to 3 thousand. There are several applications that can be used to send statements to traffic police officers. They are currently working in test mode, mainly in Moscow and the Moscow region or on the territory of the Republic of Tatarstan:

- Dobrodel. Residents of the Moscow region use it. Here we select the “People’s Inspector” tab. The fields are filled in according to prompts and pop-up lists. The list of reasons for which you can file a claim is limited.
- People's Inspector. At the moment, the program operates in the Republic of Tatarstan.
- SPOT. You can complain about improperly parked cars, bad roads, or non-compliance with road signs.
You won’t be able to write to the inspector through State Services. Internet applications are convenient because to send a complaint you do not need to separately search for its sample. Minuses:
- most applications are in the testing stage;
- the choice of offenses is limited.
Instructions on how to act correctly
In order for a complaint to be justified, there must be a violation, as well as an evidentiary basis. Only in this case the offender will receive what he deserves.
1.Determine whether the car is parked correctly. Before filing a complaint against a negligent driver, you need to make sure that he is a violator. His illegal actions may include the following:
- did not pay for paid parking;
- car parked under a sign prohibiting parking
- stopped on the lawn, sidewalk;
- left the car at a pedestrian crossing or bus stop;
- blocked the exit for other road users.
2. Record the violation. In order for your complaint to be considered, it must be supported by facts - you need to take a photo or shoot a video. When collecting evidence, it is important to adhere to the following rules:
- The license plate number of the offender’s parked car must be legible in the photo; the license plate number is used to determine the penalty;
- The evidentiary material must show exactly how the driver violated the traffic rules (standing on the lawn, under a sign, etc.).

Complaint to the traffic police about illegal parking
According to subparagraph h) of paragraph 11 of the Regulations, heads and their deputies and other authorized employees of the territorial divisions of the State Traffic Inspectorate are required to conduct personal reception of citizens, consider written and oral appeals, and also notify applicants about the results and measures taken on the issues identified in complaints and appeals.
Due to the fact that the traffic police is a division of the Ministry of Internal Affairs of the Russian Federation, the reception of applications and complaints from citizens is carried out in accordance with the requirements of the Instruction on the organization of consideration of applications in the system of the Ministry of Internal Affairs of the Russian Federation, approved by the order of the department “On approval...” dated September 12, 2013 No. 707.
Registration of written requests received by mail, including those sent via the Internet, is carried out within 3 days.
Important! All personally submitted applications and complaints from citizens containing information about offenses committed are accepted and registered by the operational duty officer in a special Accounting Book (KUSP) around the clock. According to paragraph 42 of the Instructions, the duty officer is obliged to issue a notification coupon to the applicant, which confirms the receipt of the complaint.
The period for consideration of the application is 30 days.
Filling out the application correctly
Many citizens do not report violators for the simple reason that they feel sorry for their time and nerves, and some do not even know where to report a violation of parking rules. In fact, everything can be done quite simply and quickly through the official website of the traffic police.
You must select “Services” - “Receiving requests”. You will not be able to submit an application until you check the box “I have read the information”, it is outlined above on the website. On this page you will find out for what reasons your application may be rejected (false data, lack of photos). Now you can proceed to filling out the application:
- Select the region and division where the complaint will be sent.
- Next, enter information about the applicant - full name.
- Provide feedback information - email or postal address. There is a field for specifying a mobile phone number; filling it out is optional, but traffic police officers may need to contact you and ask some questions.
- Next, you need to write the text of the appeal, describe the event, the car in detail and attach photographs, upon completion, click “Send appeal”.
- You will then see what number has been assigned to your application. The government agency has 30 calendar days to review and respond; after this time, they are required to send a response to your address.
Filling out the application will not take you much time, and as a result, the traffic violator will be held accountable.
Do not ignore the disrespectful behavior of drivers on the roads and courtyards; the more responsible citizens there are who do not waste their time and file complaints against violators of traffic rules, the faster this situation will change. Having paid an administrative fine several times, the driver will think twice before leaving the car on the lawn or sidewalk again!
What the law says
The traffic rules themselves do not contain a direct ban on parking on the lawn, but the sanction for it is regulated by Article 12.19 of the Code of Administrative Offenses of the Russian Federation: for a first-time violation, you can get off with a verbal warning, but a minimum fine of 500 rubles is also possible. In federal subjects, the fine for such parking increases many times over and can increase tenfold. It is not at all necessary that grass grow in an area with a lawn - formally, it is considered to be any piece of land not covered with asphalt that borders a roadway or pedestrian road. Thus, in theory, you cannot park on any piece of land owned by a municipality or residential building - because grass could grow there!
