After the liquidation of OSIP, almost every educational complex (an association of several schools and kindergartens) created its own mini-OSIP, where it is necessary to provide original documents for enrolling a child in a kindergarten in Moscow. To register a child for kindergarten, you must provide the following set of documents to the mini-OSIP:

passport of the parent (legal representative);
child's birth certificate;
a document confirming the child’s registration in the city of Moscow;

This service is not yet (and perhaps not only “yet”) not available on the state portal of State Services gosuslugi.ru for the Moscow region, since Moscow has not taken the necessary measures to ensure the possibility of submitting an electronic application for this service. Withdraw the application

To withdraw a submitted application, go to your Personal Account and opposite the submitted application, click the “ Withdrawal of Application ” button.

On September 1 of the desired year of admission to kindergarten, the child’s age must be from 2 months to 7 years.

Additionally, you can indicate your wishes about enrolling your child in a short-stay kindergarten group. You can choose no more than 3 preschool groups (kindergartens), the first of which will be the main one, and the other two will be additional.

To fill out the form you must complete 5 consecutive steps.

Each subsequent step is possible only after the previous step has been completed.

Step 1. “Basic information”

At this step, you must provide information about the child.

In the “Information about the child” block, indicate the Last Name, First Name, Patronymic, gender and date of birth of the child. Select the type of child’s identification document:

Birth certificate;
Foreign birth certificate.

Indicate the series, number and date of issue of the birth certificate. After entering information about the child, click the “ Find ” button.

Selected educational organizations

If information about the child is found, then information about the selected educational organizations (kindergartens) will be displayed in the “Selected educational organizations” block. If information about the child is not found, you will be able to continue completing the application.

Step 2. “Information about the applicant”

In this block, information about the applicant’s full name, gender, date of birth, contact phone number and email address will be automatically filled in from the personal account. You should fill in the information about who is submitting the application:

Father;
Mother;
Guardian.

Step 3. “Selecting the desired organization”

In this field you should indicate the desired year of admission.

Short stay group

In this block, you can additionally indicate your wishes about enrollment in a short-stay group.

Child registration type

This block indicates one of the types of child registration:

At the place of residence in the territory of the city of Moscow;
At the place of stay on the territory of the city of Moscow;

Child registration address

In this block you must enter the street, house and apartment number. In the “Street” field, enter a few letters of the street name. Select the required street from the generated list. Then, select a house from the list. The apartment number is entered manually. If there is no apartment number (for private houses, etc.), you must specify the value “1”.

Educational organizations assigned to this address (kindergartens)

Based on the specified address, a list of educational organizations (kindergartens) assigned to this address will be displayed. For each educational organization (kindergarten) the name, director, list of addresses and telephone numbers will be displayed.

When choosing an educational organization (kindergarten), you must indicate the priority of this organization (priority, additional No. 1 or additional No. 2).

Search for educational organizations

If you have not yet chosen a specific educational organization (kindergarten), you can use the search. To search for an educational organization (kindergarten) by name, enter the name of the educational organization and click the “ Find ” button.

To search for an educational organization by location, switch to search by location mode. Specify metro or area. After selecting your search terms, click the Find . Step 4. “Information about the benefit”

This block can contain information about the benefits available to the child, parent/legal representative (applicant) or second parent/legal representative. If it is selected that the beneficiary is a parent/legal representative or a second parent/legal representative, the type of representation (father, mother, guardian) must be indicated.

If the beneficiary is the applicant, information about the beneficiary (full name, date of birth, information about the identity document) will be filled in automatically from the Personal Account. Step 5. “Data verification”

At this step, you should check the information specified in the application and confirm that you have been notified that if you re-submit your application to other educational organizations (preschool groups, kindergartens), you will be sent a refusal to re-register your application. Making changes to the application for enrollment in kindergarten

Changes to the application for enrollment in a kindergarten are made in your Personal Account. To make changes, find the submitted application and click the “ Make Changes ” button.

Attaching documents to the child’s registration address and/or benefit

Refusal of a place in kindergarten

RIGHT TO PRE-SCHOOL EDUCATION

Legal basis

Children's institutions are the area of joint jurisdiction of the Russian Federation, its constituent entities and municipalities.

The kindergartens are subordinate to the municipality.

The right is granted by Part 2 of Article 43 of the Constitution of the Russian Federation as publicly available.

It is specified in Part 2 of Article 5 of the Federal Law of December 29, 2012 No. 273-FZ “On Education in the Russian Federation” as amended on December 29, 2017, which directly states the inadmissibility of restrictions on this right.

Additionally, the issue is regulated by:

regulations on the placement of children in preschool educational institutions (adopted in each municipality);
local acts of the MDOU

Who is entitled to a place in the kindergarten?

The right to a free garden is granted to “all those in need.” The above law “On Education” speaks about the rights of citizens of the Russian Federation.

Lawyers interpret the rule more broadly. In their opinion, children of foreigners located on the territory of the Russian Federation also enjoy this right.

Children with health problems and people with disabilities cannot be deprived of the right to attend a preschool educational institution.

But due to their characteristics, they must be in specialized kindergartens, where the educational authorities send them.

In practice, one or both parents of the child must be registered in the municipal area where the application for municipal services occurs.

At what age is a referral issued?

The right to place a child in a kindergarten arises from the age of 3, in a nursery - from one and a half years.

Currently, nurseries are gradually being liquidated, since the state cannot economically support them.

The “voucher” is valid as long as the preschooler needs to attend kindergarten, and until he is old enough to go to school.

Parents' actions should depend on the situation. If the local government does not notify about the availability of places in the kindergarten, although the family has submitted an application that it needs this municipal service, you should:

Contact the district Committee for Preschool Education with a written application.
In the document, indicate that the child has reached 3 years of age and has the right to a place in kindergarten, and the parents are asked to give a written answer as to why the right is not being realized;
Contact the prosecutor's office with a written response from the municipalities. They are conducting checks on the legality of the actions of municipal authorities, and will issue a statement according to which the place will be found.
If the Education Committee claims that there are no places in the kindergarten in the entire district, you can write a complaint to the head of the district administration, with a request to check the actions of the Education Committee, and give a written response.
If the Head indicates that there are no places physically available and you need to go to another district, you should write a complaint to the prosecutor's office.
Sometimes it is justified to file an application to appeal the actions and decisions of local government bodies to a court of general jurisdiction.
An application to the court is written on behalf of the parents in the interests of the minor child. It contains a reference to the Constitution and the Law “On Education”, and a requirement to recognize the actions of municipal bodies as illegal, and to provide the child with a place in the preschool educational institution.
