Any driver or pedestrian can unwittingly witness a violation of traffic rules. Most often, all this is limited to just saying a strong word to the driver, since the person simply does not know where he can go to record the fact of the violation. As a result, the guilty road user remains unpunished.
In some cases, bringing such a violator to justice is fundamentally important, because subsequently his actions may result in an accident. To punish the culprit, it is enough to record the fact of his unlawful actions on a photo or video camera and send the recording to the traffic police.
Many citizens ignore this opportunity, since they have to spend their personal time and nerves on it. But in practice, in the absence of traffic police officers and automatic cameras, this may be the only real option for bringing a motorist to justice.

A complaint refers to a variant of interaction between individuals and legal entities. In the case of complaints in the automotive sector, this is an option in which citizens can interact with the state by submitting a written appeal, which contains a requirement to eliminate negative consequences.
Types of requests to the traffic police
The complaint can be of two types:
- Judicial. These are procedural documents that are submitted to the court for the purpose of consideration and subsequent decision-making on them. Such complaints are recognized as statements of claim and protests.
- Administrative. These are any documents that are submitted to government agencies to perform any actions or make certain decisions.
Types of citizen complaints
There is another option for dividing complaints into types:
- Oral - when information is transmitted to an official orally.
- Written - sent by mail or via the Internet.
Is it possible to complain through the app?
At the moment, the service of recording identified traffic violations by direct participants in events or third-party observers using mobile applications is really becoming relevant. They are downloaded independently to a mobile phone/smartphone and involve limited regional use (in order to complain about someone’s misconduct).
For example, in the capital today there is such an application called “Moscow Assistant”, where you can complain by sending a photo. It not only contributes to the control function of the relevant authorities over the observance of citizens' rights (that is, it allows you to complain about neglect of traffic rules), but also reflects the statistics of violations and the rating of the persons who recorded them.

Sending a complaint regarding traffic rules is beneficial due to the reward in the form of points for each recorded and sent fact of violations. Reasons for appeal
There are several reasons why a person may decide to file an appeal with the traffic police.
Most often, these are the actions of a motorist or other road user who ignores the need to comply with traffic regulations. But sometimes the basis for such treatment can be the actions of the employee himself. Filing a complaint is possible in several cases:
- The employee does not fulfill his official duties.
- The employee does not accept the evidence provided.
- Does not accept copies of administrative documents or refuses to provide them.
- Refuses to inform the parties of their rights and obligations.
- Violates the order of paperwork.
- Hides the evidence provided.
- Extorts money.
- Inactive.
- Commits other actions that infringe on the rights of the applicant.
Complaint consideration period
The period for consideration of a complaint is considered to be a one-month delay, or more precisely 30 days. They can be extended only in exceptional cases. For example, if there is a need for additional verification procedures. It all depends on the complexity of the specific event (or series of events) about which the peace officer complained.
It is worth noting that the beginning of this thirty-day period is the moment of registration of the received complaint. Once received by the organization, it must be registered within the next few days. Then, over the course of a week, institutions have the right to consider the received complaint and possibly take measures to verify the facts specified in it.
If it turns out that the complaint was submitted to the wrong addressee (since resolving these issues is not within his competence), then he will forward it to the desired destination through interdepartmental cooperation. Upon arrival at a new place, a complaint will also be registered, with which the 30-day countdown will again begin for bureaucratic delays, studying the problem and formulating a response.
Filing a complaint online
A complaint to the traffic police can be filed in two ways:
- On the official website of the traffic police online.
- At the traffic police department in paper form.
Via the site
The most convenient option is to submit an application directly on the traffic police website. In this case, the document is filled out according to the general rules:
- All fields containing information about the applicant must be filled in. The document should not be anonymous. This part also records the address to which the response should be sent - it does not matter whether it is by postal or electronic mail.
Enter all required information - The electronic appeal must describe the circumstances of the case in as much detail as possible. Thanks to this, traffic police officers will be able to consider the issue of bringing the perpetrator to justice even without bringing in a witness to obtain additional information.
- The application must be accompanied by additional documents that prove that an offense has been committed.
Rules
If the traffic police department is located nearby, then the best option would be to go there yourself and submit the appeal in person. In such a situation, the document will be immediately registered and accepted for consideration.
Sample complaint about unlawful actions of a traffic police officer
Regardless of the method of submitting the document, several requirements must be met:
- The appeal should not be anonymous. The applicant must leave his contact information in it, since there is a high probability that traffic police officers will contact him to clarify some of the circumstances of the incident. The person must be ready to cooperate, otherwise his application may be left without consideration, and the guilty person will not be held accountable.
- The text of the appeal must list all the circumstances of the incident. The document must also contain the date and place of the violation, and the driver’s details (the number of his car is sufficient).
- It is advisable to indicate in the appeal the article of the Code of Administrative Offenses, which provides for liability for committing a violation. But if it is unknown to a person, this point can be missed.
General requirements for a complaint
Information sent to any government agency must comply with the requirements of Law No. 59-FZ of 05/02/06. The regulatory act specifies the following points:
- The complaint is considered only if the applicant’s personal data is available. Therefore, in a written or electronic message it is necessary to indicate: last name, first name and patronymic (the latter if available);
- address (options available).
Information sent to the Ministry of Internal Affairs is verified. If it contains threats against officials or their loved ones, then the author may have problems. Such behavior is assessed from the point of view of the norms of the Criminal Code.

Response to complaint
According to the legislation, the appeal must be registered within 3 days from the date of receipt, and consideration within 30 days. During the review, the traffic police officer must conduct an investigation, during which he performs the following actions:

During the interview, the driver can simply inform the traffic police officer that there was no parking, since the car was in motion at that time.
Is anonymous complaint allowed?
There is no clear answer to this question.
- On the one hand, when contacting the traffic police electronically, the applicant fills out only his full name and email address for communication. The absence of other data does not give the violator the opportunity to find the person who filed the complaint against him.
- But if in the future the traffic police proceeds with the case, the applicant may be called as a witness to testify about what happened (all this takes place in the presence of the offender). A person will not be able to testify without providing his personal data; accordingly, they will become known to the guilty person.
Why complain
The duties of traffic police officers include bringing violators to justice. Drivers who do not follow the established rules create obstacles on the roads for their colleagues and put road users and pedestrians in a situation that is dangerous to life and health. Informing authorities about violations is a person’s contribution to maintaining order on the roads.
You can appeal to the law enforcement system when a driver or pedestrian violates the following rules:
- do not take into account signs;
- park in the wrong places;
- behave rudely;
- other.
Hint: sending information that does not correspond to reality to the traffic police is punishable. The would-be informant may be charged the costs of investigating the situation.
Can a pedestrian be held liable?
It is impossible to hold a pedestrian liable.
This road user cannot be identified, so his punishment is possible only in cases where he was grabbed by the hand, which can only be done by a traffic police representative. If any other person attempts to identify the violator, his actions are regarded as illegal, which entails prosecution. Such actions could be:
- Requirement to provide a passport or other document that can be used to confirm identity.
- Grabbing hands or clothing.
- Violent attempts to take him to the nearest police station.
Application for registration of a vehicle with the State Traffic Safety Inspectorate
Registration of the car with the traffic police by the new owner must be completed within 10 days. In this case, the period begins to count from the moment the car is transferred to the buyer or from the moment the owner’s personal data is changed.

Photo or video recording is the most acceptable evidence of an offense committed by both the driver and the pedestrian. However, the most frequent complaints concern vehicle owners. Violations common among them are related not only to direct movement on the road within the framework of traffic rules, but also to parking and other nuances.

The format of evidence in the form of photographs can be taken into account if the image is of acceptable clarity, displaying not only the fact of the violation, but sometimes also the date. In this case, the photograph should help identify a specific vehicle, which means that recording should be carried out using distinctive features. In this case, the fine will fall on the identified documented owner.
Requirements for photographs indicating a traffic violation:
- The car is in full view.
- The photo shows the car model, color and number.
- In the evening, you should use a flash to make the image clearer.
Moreover, if the offense is related to other objects or the environment, then the photograph should generally reflect the entire situation about which the average person decided to complain. For example, if the rule prohibiting parking on the lawn is violated (Administrative Code Article 8.25), the photo must clearly show damaged green spaces. The same applies to parking at a prohibitory sign, etc.

Video recording may be a more effective way to display traffic violations. Everything again depends on its quality. You can send an online complaint with such a file on the traffic police website, since this function is provided here along with uploading photos. As for specialized applications that help record traffic violations, only photographs are often relevant here.
Electronic application for vehicle registration through State Services
The procedure will take you from 10 to 20 minutes. After successful acceptance of the electronic application, on the selected day and time the applicant must appear at the registration and examination department of the traffic police with a package of documents. The duration of the service is from 1 to 3 hours.
Typically, applicants leave the State Traffic Inspectorate office with a fresh vehicle registration certificate, an entry in the PTS and, if desired, new license plates within an hour.
Before filling out an electronic application for registering a car through government services, you need to collect the following documents:
- passport of a citizen of the Russian Federation;
- vehicle passport (PTS);
- vehicle inspection report (diagnostic card with current validity period);
- purchase and sale agreement;
- MTPL insurance policy;
- state registration plate “Transit” (only if it was issued);
- receipt of payment of the state fee (can be paid immediately before the visit to the traffic police department).

Enter the data (full name, date of birth, email address, phone number and passport details). If the information is entered correctly in your personal account on the portal, the data will automatically be “picked up” from it and you will not need to enter anything. Enter the make, model, year of manufacture of the car. Select vehicle type, engine type and color. Please note that only the make, model and year of manufacture are required fields, the rest are optional and can be left blank.

The registration process begins with an application for registration. Both the procedure itself and its norms are established by special regulations.
According to the document, today the time to register a car, as well as the costs associated with it, have been reduced. To re-register a car, you do not need to go to the department according to the owner’s registration - you can now register a vehicle and fill out an application at any of the departments of the State Traffic Inspectorate.
The registration process is necessary for two reasons:
- When changing the owner of a vehicle;
- When the owner's data changes.
To confirm your registration, you must take your passport. Any car can now be registered in the region of actual residence, although in order to obtain such permission for re-registration you will need to provide valid reasons. In the vehicle registration application form itself, it is no longer necessary to provide the information required previously - the starting point will be the registration stamp in the owner’s passport.
In the event that the applicant comes to the State Traffic Inspectorate department in person, grounds will also be required to carry out vehicle registration in this particular department. Such a basis can be a nearby place of study or work, as well as a rented apartment located nearby. As a rule, such a basis is quite sufficient for the inspector and the process starts.
