The state provides various benefits and allowances to persons belonging to certain categories defined by law. Labor veterans are among those to whom the state provides housing and communal services benefits. They are entitled to benefits on utility bills. Many pensioners do not have the financial ability to pay for expensive utilities, so the state takes care of them by providing the opportunity to save.
Unfortunately, most Russian pensioners receive such small pensions that they barely have enough to live on. In addition, many older people get sick and have to spend money on medicines and visits to doctors. Traveling by public transport also requires expenses. This is why some people of retirement age are forced to continue working in order to increase their income.
The state provides labor veterans with a benefit in the form of reimbursement for utility bills. In order to enjoy this privilege, a labor veteran must meet certain conditions. In addition, he can convert the benefit into money.
Benefits and subsidies
Housing and communal services are a huge economic complex. We all deal with him because we use his services. It includes enterprises supplying electricity, heat, and water.
In addition, there are organizations that take care of the housing stock. Each one works for the population, charging a fee for their work.
The state tries to help veterans by assigning benefits or paying subsidies
All these organizations provide housing and communal services. The state tries to financially support socially vulnerable and deserved citizens.
This is done in two ways:
- Accrual of benefits
- Subsidizing
These are different types of support. The first depends on the category of citizen, the second - on the share of housing and communal services payments in the total family income. People have the right to benefit from both types of assistance.
In this case, you need to take into account:
- Benefits provide reduced payments
- Subsidies to citizens are given in cash equivalent
Benefits are issued by the service provider organization, subsidies by the local social security authority.

Benefits for paying for housing and communal services
A labor veteran is offered a benefit for utilities in the form of a 50% discount on payment for various utility services (gas, water, electricity, etc.). Benefit calculations are not difficult.
Absolutely all payments that an elderly person must pay and the area in which he lives are taken into account. Sum up the cost of payments and divide by exactly 2, because the amount is reduced by 50%.
That is, the following indicators are taken:
- Water
- Electricity
- Sewerage
- Light
- Gas
This is all summed up and multiplied by a 50% discount, in other words, divided by 2. Routine maintenance is calculated a little differently. An example will be given below.
Benefits for housing and communal services
The main benefit for labor veterans is a monthly 50% discount on utility bills. This discount is provided in many regions of the country, but is implemented under different conditions.
In a number of regions, the privilege is compensation in the form of funds that are sent to the account of the beneficiary after he has paid for utilities. In other regions, local authorities transfer money to beneficiaries every month, which is used to pay for housing and communal services.
The amount of compensation is calculated based on the number of persons living in the apartment with the beneficiary. If both spouses in the family have the appropriate status, then each month they will pay only half of the utility bills accrued to them. The benefit does not apply to those family members who do not have the status of a labor veteran. They pay for housing and communal services in the general manner without providing a discount.
The peculiarity of the benefit is that it is calculated on a separate receipt. The half-price discount applies to the following types of housing and communal services:
- electricity;
- hot, cold water;
- gas.
The amount of compensation is calculated based on meter data. If they are not installed in the apartment, then regional standards for the consumption of electricity, water and gas are taken as a basis.
Monetization of benefits has simplified the process of accruing them. Thanks to it, utility services began to receive money directly from payers, and not from the local budget.
Some regions of the country have introduced an additional privilege for preferential categories. In addition to rent discounts, they are completely exempt from paying for major repairs.
Conditions for receiving compensation
Labor veterans can count on a discount only under a number of conditions, including:
- no debts on utility bills;
- payment of utilities by the beneficiary in full.
At the same time, separate requirements are imposed on the beneficiary’s home. It is necessary that he owns the housing, and he is its rightful owner. It is possible to receive compensation for utility bills when a beneficiary lives in a rented apartment. To do this, he will need to conclude a rental agreement and provide it as confirmation when making a compensation payment.
The right to compensation belongs exclusively to the beneficiary himself. It is not passed on to his relatives. In some regions of the country, a clause is allowed under which a 50% discount applies to dependents of a citizen entitled to the benefit. In this case, when applying for compensation, the citizen will need to confirm the fact that he has dependents.
If all conditions are met, the beneficiary can count on compensation for payment:
- drainage;
- gas;
- care of household property;
- garbage removal;
- electricity;
- heating;
- water supply.
Compensation is required to provide benefits.
How to calculate housing and communal services benefits for labor veterans
A common subsidy in all regions of the country is a 50% discount on housing and communal services. Only the application of preferential criteria is subject to changes; they include:
- Reflection of preference in receipt
- Monthly transfer of funds paid by the owner for utilities to a bank account
The benefit is calculated based on the number of applicants registered at the location of the apartment and the total living area.
Legislative acts establish standards for calculating the amount of compensation:
- A single veteran is entitled to 33 sq.m.
- Two people – 42 sq.m.
- In a family consisting of three or more members, each person must have at least 18 sq.m.
As a clear example of how to calculate the return of a cash payment, it is worth considering several life situations.
Option 1 | Option 2 | Option 3 | |
Conditions | A labor veteran lives alone in an apartment with an area of 45 sq.m. | A labor veteran lives with his son in an apartment with an area of 45 sq.m. | A veteran of labor lives with his son, who is his dependent, in an apartment with an area of 45 sq.m. |

Important! If both pensioners in the family are labor veterans, they are entitled to a general benefit, the amount of which is 50%.
Most of the leaders of the constituent entities of the Russian Federation have introduced additional types of housing and communal preferences. People of retirement age who have an honorary title are exempt from paying for major repairs.
Example
The cost of the benefit is calculated as follows. For example, a labor veteran lives in the house. Let there be a two-room apartment with a total area of 45 m2.
Every month the following prices are posted on the meters:
- Water = 2,250 rubles
- Electricity = 3,000 rubles
- Gas = 1,750 rubles
- Light = 2,000 rubles
- Sewerage = 500 rubles
In addition to these payments, a certain amount is also paid for routine maintenance. Let it be equal to 2,000 rubles.
The next step is to find out the limits for one person living without cohabitants, for a family of two people or three or more people living in this area.
This limit differs in different regions, but it should not be less than 18 m2 for one of the residents if more than two people live in the apartment. If only one person lives in the apartment, then he is entitled to 33 m2. If only exactly 2 people live there – 42 m2.
Now you need the cost of maintenance - 2,000 rubles for this apartment, divided by the area of the apartment - 45 m2... And multiplied by the apartment limit (depending on how many people live in it). The resulting number is further multiplied by the discount – 50%.
To make it clear how this is done, we can give an example. Let there be such a case: only one person lives in the same apartment - a labor veteran. According to the law, he is entitled to benefits. The service in this case will be: 2,000/45 × 33 × 50% = 733 rubles.
Summed up with utilities: 5,116.5 + 733 = 5,849.5. This is approximately 5,850 rubles, instead of 10,966.
What if, for example, a labor veteran and his able-bodied grandson live in the apartment? Then absolutely everything - both utilities and routine maintenance - is divided into two. It looks like this: (water + electricity + gas + electricity + sewerage)/2.
Now all that remains is to plug in the numbers:
(2,250 + 3,000 + 1,750 + 2,000 + 500)/2 = 4,750 rubles.
Routine maintenance is also calculated: the limit for two people living in an apartment is divided by 2. That is, 42 m2/2 = 21 m2.
2,000/45 × 21 × 50% = 467 rubles.
Exceptions
There are exceptions for such persons as:
- Those with dependent status, that is, persons who are financially dependent on someone and who cannot pay for utilities
- Disabled people
In these cases, these people are supported by a labor veteran. The benefit is calculated differently than in previous cases.
Here the calculation goes like this: the limit for 2 people (42 m2) is taken and the cost of maintenance is also calculated, and all other utility bills are summed up and divided by two.
For example, a labor veteran has a granddaughter and a dependent child. They live in an apartment measuring 50 m2, service costs 1,500 rubles. Utilities, excluding discounts, cost 8,500 rubles.
So, now we need to calculate the benefits that are due to the old man. Namely:
1,500/50 × 42 × 50 = 630 – this is for house maintenance.
And plus utility bills are divided exactly in half, it turns out 4,250 rubles. In total it gives 4,880 rubles.
Everything is quite simple and easy to calculate on your own.

TOTAL: 1710.20 rub.
Housing and communal services compensation for labor veterans in 2020
It should be noted that the discount in any case is provided only to the veteran of labor and does not apply to other family members who do not belong to the preferential category of persons.
For example, if a labor veteran and three able-bodied family members live in an apartment, then the total cost of housing and communal services is divided among all residents of the apartment, and the discount is taken into account only in relation to the share of expenses falling on the recipient of the benefit.
- monetary deduction as compensation for already paid bills (utilities are paid first, then receipts are submitted to the USZN, and compensation for half the amount is calculated);
- monthly cash payment (MCV) to pay utility bills (the payment is transferred to the account of a labor veteran every month, there is no need to report expenses, but there should be no debts for housing and utility services);

Benefits for pensioners on utility bills
Bonuses for paying for housing and communal services for pensioners are not always provided. To receive compensation, you must meet certain requirements. The article will focus on residents of the Russian Federation of retirement age of different categories, each with its own benefits and discounts.
Which ones exist?
So, do pensioners have benefits for utilities?
Single elderly people or a family consisting of pensioners receive compensation for utility bills if the amount of fees for services exceeds a threshold of 22% of the total income of the pensioner (or family with a pensioner). This rule applies to residents of retirement age in apartments:
- Own (assigned to them by right of ownership);
- Rented (under a rental agreement) from the state, municipal or private housing stock.
How does the calculation work?
The amount of benefits for pensioners for utility bills is calculated by social security workers using formulas. When calculating, a time period of six months is taken into account - the income of a family or a separately living pensioner is analyzed. The subsidy itself is also issued for six months. After six months, the procedure is repeated.
However, the amount of the benefit is calculated monthly and depends not only on the total income, but also on the expenditure of resources and the use of utilities. Social security is guided in calculations by:
- Price standards for housing and communal services in a specific region;
- Standards for residential space.
Before this, we simply considered citizens of retirement age. But there are certain preferential categories of residents of our country, benefits and subsidies that depend on their income level.
At least half of the housing cost is covered by social security for pensioners:
- Veterans/disabled of any degree of the Great Patriotic War;
- Former minor prisoners (with or without a degree of disability);
- Family members of a deceased WWII participant;
- Participants in the events of the siege of Leningrad;
- Military personnel who have become disabled in service, from birth, as a result of professional activity, etc.;
- Disabled people of three groups;
- Exposed to radiation;
- Representatives of special professions: doctors, teachers (size and payment depends on the policy in the region).

Other benefits for Labor Veterans
Housing and communal services benefits provided to labor veterans are not the entire list of possible compensation payments for them. It is customary to divide benefits into: regional and federal.
Beneficiaries in 2020 can take advantage of the following benefits:
- A veteran of labor can travel on any public vehicle without payment - buses, trains, trolleybuses, etc.

As you can see, there is a very large list of benefits that are provided for labor veterans.
Depending on the region of residence, some veteran benefits may be provided, but others may not. In any case, these benefits are financed from the budget of the region.
Another interesting note regarding the poor financial situation of a labor veteran. If an elderly person is a low-income citizen, then he also has the right to apply for a subsidy for an apartment.
For those who don’t know what it is: a housing subsidy is a type of payment that helps a person somehow improve their living conditions. Provided free of charge.
Benefits for housing and communal services for labor veterans in 2020 in Moscow
This amount was approved in the decree of the city government No. 805-PP “On establishing the amounts of individual social and other payments for 2020 and on amending the Moscow government decree of November 27, 2007 No. 1005-PP” dated October 31, 2017. In Appendix 1 Government Decree No. 805-PP of October 31, 2017, in addition to the amount of the city payment, determined the amount of monetary compensation for beneficiaries who refused to travel on public transport:
Benefits for labor veterans in Moscow in 2020
The annual increase in tariffs for housing and communal services poses an obvious problem even for employed and able-bodied citizens. Since labor veterans are obviously of advanced age, providing them with significantly reduces the financial burden.

How to receive the title of “Veteran of Labor”
To obtain the status of “Veteran of Labor” you must strictly follow the law and the conditions prescribed therein. Registration of benefits takes place in a fairly short time, quickly in time. But before this there is a series of red tape associated with the collection of various documents and certificates.
Often, problems with collecting all the information about their previous place of work take a colossal amount of time and effort for older people. Because many organizations that worked under the USSR have now ceased to exist.
So, to be awarded the title “Veteran of Labor” you need:
- Wait until retirement age: women – 55 years, men – 60 years
- Collect the necessary package of documents
- Pay off all debts on utility bills, if any.
- Go to the nearest social protection center and study all types of benefits provided to labor veterans
- Open a bank account
After this, you can safely write an application to obtain this status. This can be done in writing on paper, or use the electronic version.
Who are Labor Veterans?
A limited number of citizens can receive beneficiary status. At the same time, they must meet several criteria to obtain the status and the corresponding benefits. A citizen is recognized as a labor veteran:
- having 40 years (for men) and 35 years (for women) of work experience;
- who began working during the Second World War as a minor;
- having awards, medals and certificates of honor for many years of work.
If a citizen meets the specified criteria, then he has the right to apply for appropriate benefits for utility services. Having a title allows a citizen to count on a number of privileges, thanks to which his daily expenses are reduced. In this case, compensation can be both at the federal and local levels.
The title of labor veteran gives the right to certain benefits for housing and communal services
What is benefit monetization
Monetization of benefits is an innovation in the field of government benefits for certain categories of citizens. Invented so that older people, recognized as labor veterans, could receive assistance from the state not in kind (in the form of medicines, etc.), but in cash. In simpler terms, this is the replacement of any benefits with money.
The authorities promise to monetize benefits for working pensioners. But this procedure will apply exclusively to federal beneficiaries.
For example, labor veteran Zinaida Petrovna has a benefit in the form of free travel on public transport. But she practically doesn’t use it - her son takes her everywhere in his car. She decided to abandon this type of benefit, replacing it with a compensation payment, that is, the person received money from the state.
Such a convenient monetization system has its pros and cons. So, when deciding what to monetize and what not to monetize, you need to be smart.
A veteran can dispose of compensation for benefits during monetization at his own discretion.
The advantage is that a person who is a labor veteran can dispose of the money received at his own discretion.
But as for the minuses, here we can give another example with the same pensioner - Zinaida Petrovna.
So she decided to refuse free medicines in favor of receiving monetary compensation. Suddenly, I became seriously ill. She needed a medicine that is not so popular - it is difficult to find, and it costs an exorbitant amount of money. Even monetization didn’t help – it’s not enough.
What benefits does this apply to?
Not all benefits can be monetized, but only:
- Free travel on public transport
- Vouchers to the sanatorium
- Free medicines
- Payment for landline phones
It is also possible to monetize benefits for housing and communal services. But this is only possible in cases where the pensioner does not need such a benefit.
To do this, you just need to pay the bills for the apartment and then send an application with appropriate compensation for the money spent. The money must go to the veteran’s bank account. Follows Discount Receipt Process
Important! Benefits for payments for housing and communal services are not automatically provided to anyone. Citizens entitled to them must contact the organization that conducts the relevant activities.
For example, when you decide to reduce your rent, you need to go to the housing office, and your electricity bill – to the energy supply company.
You must have the following documents with you:
- Passport
- Beneficiary ID
- Document of ownership of housing or social tenancy agreement
- Receipts for payment for services
- Certificate of family composition
Benefits are provided exclusively to citizens of the Russian Federation.
Documents confirming the right to a discount include:

About subsidies for labor veterans
Certificate and medal of Veteran of Labor as distinctive signs
First of all, let us clarify that only the following categories of persons of retirement age are suitable for the definition of “labor veteran” in the Russian Federation:
- citizens who began their working career during the Second World War (being minors) and having a minimum length of service of 40 (for men) or 35 (for women) years;
- persons marked with insignia or having other documentary evidence of their special services to the state (for this category, awards received not only in the current Russian Federation, but also in the era of the USSR or RSFSR are taken into account).
What subsidies are available to labor veterans in Russia? Today, citizens of retirement age who have worked worthy for the benefit of their state have the right:
- a 50% discount when paying for all housing and communal services, including communications (telephony, television, etc.);
- for additional monthly cash payments (EDV), or for payment of 100% of the cost of living in the occupied living space (relevant only for Heroes of Socialist Labor who have earned the Order of Labor Glory, 1-3 degrees).
For labor veterans, the amount of benefits is calculated based on the square footage of the living space they occupy, information about family composition, as well as current social norms. The amounts obtained as a result of calculations will be deducted from the following items for housing payments:
- heating;
- electricity;
- gas;
- water (cold and hot);
- drainage
It is important to know: the procedure for applying for benefits for retired labor veterans will differ somewhat from the standard one. Read more about this below.
Rent benefits
In many cases, discounts are based on consumption standards. They are established by the regional authorities. But there are cases when this restriction does not apply.
For example, let's look at the capital's legislative acts. Thus, the Moscow Government has established that rent discounts are calculated based on the following area sizes:
- For one person - 33 sq. m
- For two - 42 sq. m
- For three or more - based on 18 sq. m per person
Calculation example
Let’s say four citizens live in an apartment, one of whom is disabled since childhood. Social housing standard for them: 18 sq. m x 4 people = 72 sq. m.
This is the area the discount will apply to.
Who does this procedure not apply to?
The regulations indicate the categories of citizens who are granted the right to discounts on the entire area of the apartment, without taking into account social norms.
The metropolitan government included the following:
- Lonely pensioners
- Disabled people living alone
- Minor orphans owning apartments
- Families that include only disabled people or pensioners and children under 16 years of age
- Large families who live in low-rise buildings owned by the city
Each region has its own list of exceptions and preferences. It is necessary to learn about the subtleties and nuances of legislation in service provider organizations.
Can a labor veteran receive benefits for housing and communal services?
The types of benefits to which all categories of veterans, not only labor veterans, are entitled are established by Article 13 of Federal Law No. 5-FZ of January 12, 1995. Among other things, there is also “compensation for expenses for living quarters and utilities.”
The specific amount of payments and compensation, as well as the conditions under which a labor veteran can receive them, are established by the constituent entities of the Russian Federation (Article 22 and Article 10 of the Federal Law “On Veterans”). Each region has its own relevant regulations.
Regional features
Heads of local administrative units make decisions on what non-federal benefits to provide to fellow countrymen.
In Moscow, veterans apply for:
- 50% subsidy for utilities and major repairs
- Free spa treatment and travel in both directions from the facility’s location
- Monthly financial allowance, indexed annually
- Preferential travel on city and suburban public transport
For veterans of St. Petersburg, the administration, paying 50% compensation for housing and communal services, additionally provided free travel on public transport and a monthly fixed payment.
In Ufa, in addition to basic benefits, monthly payments are made to unemployed able-bodied citizens who provide care for elderly people over 80 years of age. Veterans have priority when joining a cooperative.
Workaholic veterans in the Rostov region receive full compensation for travel on public transport. A 50% subsidy applies to rent and telephone, television, and radio bills.
State support is expressed in the provision of various types of benefits to veterans, which, when calculated, result in a decent financial amount.
Labor veteran: documents for registration
- free prevention and treatment in the field of dental prosthetics;
- compulsory annual leave is provided during a period that is suitable for the veterans themselves;
- free transportation is provided on any city vehicle, the only exception is a minibus;
- a 50% discount is issued on services of commuter rail and water transport;
- 50% discount on all utilities and communication services. The list includes electricity, water, gas, telephone, heating, radio communications;
- pension benefits are accrued monthly without fail;
- This year, pensioners are entitled to bonuses established by law in addition to pension payments.
Additional benefits for pensioners
As a rule, a pension is not yet an opportunity to count on state assistance in paying for housing and communal services. The authorities support only socially vulnerable people.
Pensioners in general are not classified as such. However, most of them have the opportunity to reduce their expenses. So, if a couple of pensioners live in an apartment, then it is worth applying for a subsidy. This type of support is assigned if spending on housing and communal services exceeds 22% of total income.
The subsidy is valid for six months. That is, she will be appointed for six months. When this period ends, you will need to update your application and documents confirming your right to discounts.
Regions also establish their own ways of supporting pensioners. Thus, in Moscow, visually impaired people (groups 1 and 2) are not charged for a radio point. A 50% discount on the use of a TV antenna is established for:
- Disabled people living alone;
- Persons who have been assigned a subsidy for housing and communal services;
- Families consisting only of pensioners.
Discounts and preferences for state employees
Doctors and teachers working in villages also have benefits on payments for housing and communal services. However, the mechanism for their purpose and accounting is somewhat different. State employees receive a salary increase once a year. That is, they are compensated with money for payments already made.
According to the decree of the Government of the Russian Federation, calculations are based on national averages. It is equal to 1200 rubles. per month.
Regional authorities may apply increasing or decreasing factors to this average based on specific local living conditions.
