Is it possible to return a concert ticket back to the box office according to Russian law? In accordance with Article 32 of the Law “On Protection of Consumer Rights”, the buyer has the right to return a concert ticket to the box office before the start of the performance . How can this be done, and what rules of law can be referred to?
Is it possible to return or exchange concert tickets?
If you contact the box office of a concert hall with a request for an exchange or refund for purchased tickets, in most cases, you will receive a negative answer, or the institution will return 50% of the cost of the tickets.
Institutions of this type develop their own internal procedures for returns, for example:
- in case of return of purchased tickets 3 or more days before the start of the concert, the full cost of the tickets will be refunded;
- if tickets are returned within 1 to 3 days, the institution will withhold 50% of the cost of the tickets;
- If tickets are returned on the day of the concert, nothing will be returned to the buyer.
There are institutions that do not reimburse money at all for purchased tickets, which are returned by buyers.
Despite the internal rules, employees of the institution, not wanting to refund the full amount of the purchased ticket, can rely on the offer agreement, which is written on the ticket itself.
The Law “On the Protection of Consumer Rights” and the Civil Code speak about the consumer’s right to terminate the contract with compensation to the performer, namely the entertainment establishment, for actual expenses.

Last date to return concert tickets
Each entertainment establishment sets its own rules and regulations for refunds. Tickets for an entertainment event can be returned 3 days before the start of the concert.
Time interval and refundable cost of purchased tickets:
- when returning the purchased ticket two weeks before the start of the entertainment event, the buyer will be reimbursed the entire amount of the purchased ticket;
- when returning a purchased ticket from 8 to 13 days before the entertainment event, the refund will be 70% of the full cost of the purchased ticket;
- when returning a purchased ticket a week before the start of the entertainment event, the refund will be equal to 50% of the full cost of the purchased tickets;
- If purchased tickets are returned no earlier than 3 days before the start of the performance or performance, the buyer will not receive any money for these tickets.
In the case where the payment for tickets was made using a bank card, the amount of money will be returned to the buyer's bank account.
And when rescheduling the date for which an entertainment event is scheduled, the buyer is presented with two options:
- exchange of a purchased ticket for another day;
- 100% refund of the cost of the purchased ticket.
If a ticket to an entertainment event was sold at a discount, then the refund will be equal to the cost of the ticket taking into account the discount.
How to return a non-refundable ticket?
A potential passenger has the right to return the full cost of a non-refundable ticket in the event of the airline's fault (canceled flight, long flight delay leading to a change in the passenger's plans) or personal circumstances related, for example, to the illness or death of a close relative.
In the event of this type of force majeure, the following is required:
- promptly notify the airline (travel agency, intermediary) about the return of the ticket;
- prepare a package of documents confirming the forced return of the ticket. These may include certificates from a medical institution about your health status and certificates of incapacity for work. In the event of illness or death of a close relative, documents confirming the relationship will also be required. If the airline is at fault, it would also be useful to have additional evidence, for example, in case of a long delay or cancellation of the flight, you should obtain the appropriate mark on the ticket from airport employees;
- contact the airline with a written application for a refund for an unused ticket, attaching documents confirming the basis for transferring funds for a non-refundable ticket;
- wait for the funds to be transferred.
A partial ticket price can be refunded even in the absence of the above-mentioned valid reasons, for example, if you were simply late for the plane. The fact is that the cost of a non-refundable ticket consists of the fare and various fees. Only the tariff is non-refundable. The passenger has the right to compensation in the form, for example, of airport fees, which, for obvious reasons, he has not been to.
Required documents for returning a ticket
Refunds of purchased tickets are made at the box office of the entertainment establishment, i.e. where they were purchased, upon presentation of an application from the buyer. The institution can provide an application form for a refund, although there are cases when the application must be written on a blank sheet of paper and in free form.
Form and content of the application:
- buyer's initials, passport details, phone number;
- ticket purchase address;
- ticket information, seat number;
- name of the entertainment event and date;
- ticket price;
- date and signature of the applicant.
Provide links to articles of law under which the buyer has the right to return purchased tickets and receive a refund. In the case where the application form contains a column such as “reason for return,” then such a column can be omitted.
According to the law, the buyer is not required to explain the reason for returning the ticket. The application is sent to the head of the entertainment establishment.

The employee of the entertainment establishment who accepted the application must register it and indicate the exact time of receipt of the application, and give an endorsed copy to the buyer. The law allows 10 days for refunds.

The legislator does not establish requirements for filing an application for a ticket refund. At the same time, when drawing up, we recommend using the general rules for drawing up business correspondence and indicating information that is mandatory for monetary requirements.
When deciding who to submit a request for a refund of a ticket, you should refer to the previously stated Regulations and the PPA. In case of cancellation of a concert due to coronavirus, the request is submitted to the organizer of the event or an authorized person (if there is a direct instruction about this). In case of cancellation of the event due to the fault of the organizer, the costs are also subject to reimbursement by the organizer, and if the demand is sent to the organization selling the tickets, it is subject to satisfaction only if the money for the ticket was not transferred to the organizer. Please note that funds are subject to transfer for services not actually provided, i.e. commissions from Kassir.ru, Kupibilet or Yandex Poster are not refundable (sales service provided). Payment for services for issuing and booking tickets (service fee) is returned, as a rule, only by court decision if the paid commission is recognized as damages.
When applying for a refund of tickets to an event due to coronavirus or the fault of the organizer, please include the following information:
- name and details of the organizer (indicated on the ticket);
- Full name, registration address and contact details of the viewer;
- name of the document (request for refund of ticket price);
- terms of purchase, including indicating the place and method of purchase, as well as the method of payment;
- justification for the request (indication of cancellation or postponement of the event);
- a request for a refund indicating bank details (when paying by card, the funds are returned to the debited card, and if the card has expired or the account is closed, do not panic, in this situation the funds will be credited to the account to which the card is linked);

- signature and date.
