In what cases does it really make sense to complain to the President?

Content

It would seem that nothing could be simpler: write about all your misadventures immediately to the President of the Russian Federation, bypassing communication with all other authorities. But imagine how many appeals the President will receive then! Even if, within the framework of the Presidential Administration, an entire Office of the President of the Russian Federation has been created to work with appeals from citizens and organizations, it will not be able to consider all complaints on the merits, much less solve the problems described in them.

Therefore, the President of the Russian Federation mainly receives complaints about corruption or inaction of government agencies when citizens contact them.

In this case, the topic of the appeal does not matter, whether it is a violation of consumer, social, economic, entrepreneurial, political or other rights.

Thus, it makes sense to write a complaint to the President after contacting government bodies competent to consider the problem that has arisen if:

  • you are faced with corruption: they offered to solve the problem for a bribe;
  • government agencies do not take the necessary actions to restore violated rights: they respond to letters with a formal reply, redirect the complaint to other government agencies, citing incompetence, etc.
  • other cases when there is clear abuse of their position or other illegal behavior on the part of officials.

Important! Any complaint must be substantiated. For example, if you report extortion of a bribe, this fact must be recorded. A complaint about inaction must be accompanied by documents confirming the circumstances described.

Also, the President will not be able to complain about a court decision, since a special procedure has been established for appealing court decisions to higher courts.

How to write a letter to the President?

  • demanding monetary compensation for government services or other forms of extortion;

A person does not always want to contact the president with negative information. Sometimes you receive letters like:

  • proposals for the development and improvement of the work of government bodies and administration;
  • statements indicating problems in the work of government agencies at various levels with advice on how to eliminate them;
  • requests for assistance in eliminating problems in interaction with government officials.

*Help: If the issue can be resolved at the organizational or administrative level, then the adviser will deal with it, and not the president himself.

"Dear Vladimir Vladimirovich!

I, Petr Petrovich Ivanov, speak on behalf of all residents of apartment building No. 1, located on Lenin Street in the city of Yekaterinburg.

We, the residents of the above house, ask for your help in resolving the issue of relocating our families from emergency housing.

Since 2020, our house has been recognized as unsafe and unsuitable for further human habitation. Local authorities, represented by a specially created commission, examined the residential building and promised to resettle the residents as soon as possible.

Due to the fact that over the next 6 months the local administration did not take measures to solve the problem, we filed a complaint with the head of the administration. But we received a response that said that at that time there were no vacant residential spaces in the municipal fund, but as soon as they became available, the house would be resettled (copies of the appeal and response are attached).

After another six months, we wrote a second appeal. This time we never received an answer, so we turned to the prosecutor’s office, which carried out an inspection, the results of which were not reported to us, and we were never provided with new housing.

Since no action was taken by either side, we were forced to go to court in order to oblige the officials to fulfill their obligations. The court decision was made in our favor (a copy of the decision is attached).

Despite all the actions taken, the municipal authorities still do not provide us with the opportunity to leave the housing, living in which now poses a threat to the lives of the residents. We attach a photo of our house and its individual rooms (in particular the attic, entrances, some apartments) to the letter.

In connection with the above, we ask you to take action against the guilty officials and help us realize our rights.

Sincerely, Ivanov P.P.”
